Is it normal i fear swimming?

 Hi guys, 
       It's been a while here;

 I can not swim. I never learned it. I almost drowned once before. Now I can not go into the water without panic. 
it is not even the water. I wash with it, too. these are the circumstances. if I have no ground under my feet and I'm in the cold water.
